The City of Mount Pleasant, Texas
Mt. Pleasant is Titus County's oldest and largest incorporated city, and is the seat of Titus County local government.  The City of Mt. Pleasant is governed by a Mayor-City Council form of government.  The mayor and six city councilmen are elected by popular vote and serve four-year terms.  The mayor and councilmen are elected from members of the community at large and these posts are part-time positions, which each elected official usually having full-time employment elsewhere.

While the mayor has a large influence on the council, he does not vote in council matters except to break a tie.   The City Council, in consultation of the City Attorney, are responsible for creating city ordinances, setting the city's annual budget and determining how it will be distributed among various city departments, and long-term planning for orderly growth.

The City Council employs a full-time City Manager to oversee the daily opearations of city government.  The City Manager is responsible for making budget recommendations and overseeing the day to day activities necessary to run the city.  The City Manager, with the approval of the City Council, hires (and if necessary fires) city department heads, and is responsible for working with the department heads to see that each department operates efficiently.  The City Manager is also involved in long-term planning for the city.

You've heard about the Key to the City....

Well, Here It Is!


The presentation of the key to the city is an honor that involves the ceremonial presentation of an ornamental key, but carries no formal privileges or distinctions.

The practice of bestowing a ceremonial key to the city dates back to medieval times when high walls and imposing gates protected cities from invaders.  Legal papers, and sometimes the payment of taxes were required to enter or leave.  A Feudal lord gave the "key to the city" to important diplomats or merchants to indicate that they had the authority to pass at will.

Obviously, today's cities don't have walls, but cities still occasionally present keys to their esteemed visitors, prominent local residents, and worthy organizations to honor them for outstanding civic contributions.
